IMO, people make too much of the "tactical" thing.
"Gun" people will suspect anything that's big enough to be carrying a gun. In my experience, non-gun people won't suspect even a dedicated gun carrier of carrying a gun.
People's desire to look non-tacticool, have had them carrying so many different colors that pretty much anything but a camo scheme is acceptable. I did a little experiment last summer. Walked down the street with a loaded (no frame) medium ALICE in OD. Next day, my foliage Zulu with all it's PALs webbing. Next day a medium ALICE in woodland camo. The first two didn't get a second glance, the camo got the stink eye several times.
That being said, I take advantage of the fact that some will see such bags as a gun carrier. How?
I dislike off-body carry. So, in using such a bag, I carry it away from where my gun actually is, and it distracts possible ne'er do wells from the real threat.
