It most definitely should have gone by secure means, not in a plastic bag. It may take longer.

I don't think the OP was truthful about the insurance.

First class mail CANNOT be insured internationally. Priority mail can insured however depends on location. Russia would not be insurable last time I checked when someone inquired about buying my phone.

Express SHOULD offer insurance for just about any country with a limit, however that would be very very very costly.

From what I understand, Registered First Class can be insured, though First Class cannot. Anyways, the OP has received the knife again proving the importance of Registered post, so this discussion is moot!
