I've talked to some sellers with CONUS only ads and negotiated with them to ship to Canada.
It's worth it for stuff you just can't find up here and a lot of the folks who sell on here are open to this when you explain how simple it is.
It will help if you're aware you're going into a negotiation with the seller. Just like when someone posts the price as firm but they ad's been up for a couple weeks. And it's also important to know if the negotiation isn't successful to not take that personally.

Shipping was not the issue, again, it was his changing of the item price from the listing. If you can’t see an ethical or integrity issue on this sellers part I would not buy from you anyhow.
I have dealt with many people on here over the years. Not once did someone try to change the price of the item from what’s in the listing. Shipping of course needs to be adjusted to cover additional costs due to international shipping etc. That does not effect the asking price of the item itself.

I've read this mess from beginning to end and what I'm going to say is MY final word on the topic. If you want to continue the bitch-fest do it on your own time and elsewhere.

Jasmar0331 clearly stated in his FS post CONUS only. He rightly informed you of the increase back to the original price of $250 + shipping. As the seller he has that option. At this point you had three choices...1) Accept the deal, 2) Pass on the deal and move on, OR 3) Negotiate a better deal. You did none of those things. Instead you came here starting a thread and left negative feedback on deal that did not take place which is clearly a violation of the rules.

When selling an item in the future you should either 1) Stick by your original price and NOT ship international or 2) List prices for both CONUS and International plus applicable shipping costs if you choose to do so. You should also not leave negative retaliatory feedback.
What you both should do is not do business with one another ever again. I SHOULD whack you both with points for violating the Feedback rules and wasting my time on this. Instead, I'm removing the negative feedback by both parties and locking this thread. If either one of you starts another thread about this after it's locked I'm issuing a 10 day ban to whomever the original poster is.
