I was wondering about the name 'Hard Labor Creek,' too. By the time I finished hiking, I had forgotten I was wondering about it, though.
According to the blurb on the trail map, the site's purpose was to "demonstrate the reclamation of marginal farmland for recreation." There's no mention of incarceration, hard or otherwise. Seems white-washed to me; I'll have to look it up!
