Thanks. There is a record of the government placing an order for these knives in 1915 so I think the answer is both. This specific one does not have a military mark.

Here's an interesting knife. The stag has a great pattern. It appears to have come from a strangely immobile deer, in the public park in Sheffield. . . .at night. . ...after a pub crawl. A struggle to the death!
