Well hrm... that Is both a "folder" while being a fixed blade, I think that it in essence would be considered a fixed blade knife. Primarily since the (main) Blade of the Knife is in a Fixed location relative to the handle.

Edit: if what I called a file is indeed a knife, then that should be considered two separate parts of one knife, a fixed blade With a folding blade, or a folder With a fixed blade.
Since one accompanies the other, it cannot stand anywhere but along side in regards to classification. Being not one blade that is both, but two separate blades that each does their own separate act independent of one another and serves as two individual blades on one knife. Hence, not being a folding fixed blade, but a folding And fixed blade.
