The new list looks a lot more functional. +1 on the Rat 4 and the waved Endura. Full serrations aren't my thing but will probably serve him well. I'm not a big fan of the streamlight's (except the stylus series). Check out Fenix lights, especially the L1T (98 lumens) or L2T(152 lumens). They are pretty shock proof (work as modified weapon lights), aluminum body, submergeable, long runtimes, VERY bright, easy user interface and if you get them from 4sevens.com, they will replace it or fix it if something breaks(great people to deal with).
 
I second the Rat4. I have one and thin it would be excellent for the armed forces. I would suggest the Desert Tan :)

Change the serrated to a plain E4W and the sharpmaker to the 303MF (spydercos field sharpener)

Nice list...I have two tours myself.

Cant think of anything to add other than a good pair of Wiley-X, Oakley SI Assault Gloves, and extra batteries for the F2D; just in case. You didnt mention his MOS so makes it hard to add ideas.
