I disagree, 440c is excellent stainless for knives....

You should pull out your other ferro rod you already have.
If they use flat heads like on the HEST, some folks would use a small washer on a lanyard as a screwdriver. If it's allen then you'd need an allen wrench somewhere, maybe on the back of the sheath. But at that point you might as well have an extra ferro rod on the back of the sheath.
Stuff that requires tools usually makes me think "Instead of the tool I could just carry the item I'm trying to access" but I like the idea.
