If you have multiple confirmed addresses with PayPal, it is your responsibility to choose the address to where you want your purchased item to be shipped to therefore the seller was within his rights to not agree to send it to your PO Box address without that address being on the PayPal payment instructions. I would have done the exact same thing, i.e, I would have refunded you!

Now as to why the refund shows as pending could have several reasons:

- the seller's account is set for low limits by PayPal which is a trick that PP plays to hold onto funds for a few days longer

- the seller immediately transferred the funds to his bank account so the funds needed to be retrieved back from his bank account

The second part of your complaint is confusing because you indicate that you were pisses, yet you sent another $275 to the seller? The moderator is correct in admonishing you because the transaction was not fully consummated.
 
I did not mean to offend you and I used the general "you" as opposed to You. OK, You have a couple of confirmed PP address. Naught wrong with that! What I'm saying is that the seller, just like any other astute / cautious seller on here, was well within his rights to refund you the funds after you had requested shipment to you PO Box because PP did not show that address as the instructed address to ship to.

I am still confused about the 2nd $275 which you decided to send him despite being ticked off. Did you use the PO Box address with that payment instruction and he just blew you off? That part of your account of what had transpired is still vague to me. Further, the three elements which you have cited are not rules of the Forums as far as I know, but hard to comment for certain without reviewing the seller's stated rules.

Lastly, don't be thin skinned / defensive if you decide to come to GB&U to start a thread because people will question you on the as to why & what.
 
FOR EXAMPLE, if someone wanted to reverse this on someone, they could wait for the tracking info to show package enroute, then refuse delivery and then file a dispute with PayPal. They don’t want the knife and seller is out shipping money. Would the seller be able to leave negative feedback? The buyer just decided he didn’t want to do the deal any more. Right? So no deal, right? By YOURS and the moderators logic, the seller would have no right to leave feedback. And that is INSANE.

This scenario could very well happen. For instance, the seller requests delivery signature and the buyer does not go to collect from the USPS in a timely manner when the usual 2-3 notices are sent to the addressee. Then the USPS will return the item to the sender as something like refusal to be picked up. In such a case if the seller can prove that the buyer was intentionally refusing to pick up and left a negative feedback in a nefarious manner, then that buyer ought to be reprimanded if the transaction was dome on here. If on eBay, then the seller is SOL as eBay does not care about their sellers for majority of the parts.

So the bottom line is that both the Moderator and me would have the correct and consistent logic in any rational paradigm (not eBay) under those circumstances. One can be a jerk and change his mind but it's another thing to be a complete asshole by leaving a neg for that seller under those circumstances which we just made up.
 
I’m not talking about the buyer being able to leave negative feedback in that made up scenario, I was talking about the seller being without his knife waiting for it to be shipped back EXACTLY like I’m waiting for my money back from PayPal.
 
After the first refund did you ask/tell him you were sending payment again?
 
Did you have to select the ship to address option in any of the transactions you sent him the $275 funds for? If you did not the first time around and asked him to send it to the PO Box address instead while not showing at his end with his payment instructions, that one was on you. But if you had selected the other confirmed address which you have with PayPal the second time around and he decided for whatever reason to deny you the sale, then you have a legitimate concerned to be both frustrated and furious to have to wait for $550. Don't forget that unless you select the ship to address at you end, PP will always default to the primary shipping address most likely your home address.

I have already given you the reasons as to why PP may be holding onto the funds. It is still my opinion that you were trigger happy with the Neg but you have the right to be mad for having $550 tied up. If that level of anger merits that you fight the Mod who is incidentally acting on behalf of the rules of the Site he has been trusted with not placating to the seller's benefit, then have at it and fight away.
 
I don’t need you to explain to me why POOpal is doing what they’re doing. Again, not the point. It’s the fact that we conducted business, or a “deal”, he backed out of it, violated our agreement or “contract” and gets off scot free be cause he and the mod don’t consider it a “deal” anymore.

Ask yourself this. What if this money being held up caused me some serious financial trouble like bounced checks, insufficient funds fees/fines etc? What then? I’m not saying at all that’s the case, I’m just saying that gawddammit I’m pissed and what this joker did was BS.

This is the game we play. Sellers have the right to sell to who they want. That being said, it sounds like a deal was in fact made and backed out on by the seller when things became too difficult. Your word is your bond and as soon as you commit to a deal you should go to lengths to make sure your buyer is happy. Honest mistake on the addy portion of PayPal, and yes I’ve had that happen both myself and with another member before. I had one guy accidentally give me an old college dorm address and I had to run back to the post office to catch the package and change it. It sucks...... move on.
 
I get it guys, I’m the new guy so the veteran who’s been around the block awhile gets to do whatever he wants to the new guy and it’s all good. But I guarantee had he done to any of you what he did to me it’d be a different story altogether. Take care, conversation over on my part. Learning experience for sure but has seriously damaged my confidence in this site. Just gonna sell off most of my knives from here on out, never buy again and move on to something else. Several members have told me in PMs this site has gone downhill over the years and now I see what they were talking about.

While my last post sided with you..... this one will not. If one bad experience is enough to turn you away....... Don’t let the door hit you on your way out.
