I do believe that's what's known as a diehard Mall Ninja (complete with special mall ninjato in back scabbard). A little old to just be an average, run-of-the-mill mall ninja.

P.S. With that holster position, it would be easier for someone behind him, to take his gun from him, than for him to draw it himself.
