That's my experience shipping to Russia. I shipped a knife over a year ago and then it took a month. Fortunately the seller was calm and knew this. Ended well.

I think the right thing to do here would of been for the buyer to try and find out what happened to the package before cancelling the money.

How does the buyer know the knife will not be delivered?

Are these knives allowed in your country?

It wouldn't suprise me if this package is still with customs. I say again, the least you could of done was to try and find out what is happening before cancelling the money.

Hope you guys can work it all out though.

45 days, which is the problem. Overseas shipping can sometimes take much longer than that.

I was once defrauded by someone who kept me on hook waiting for something to show up until it hit 46 days, then he/she stopped responding to any communication and Paypal just said "sorry, you're too late!"

Added: If you use a credit card to pay for the PP transaction, your credit card company typically has a 60-day deadline to file for chargeback, so you have another 15 days over PP.

It isn't just overseas. When I was managing a post office, we had people calling, complaining, and blaming us for not getting their packages from Customs. They are supposed to tell the addressee if there's a problem, but until they get around to inspecting it, Customs can be a bottomless pit.

I had somebody try stalling me over the 45 day rule, put the claim in day 44 and miraculously my knife turned up a week later with a postmark for day 44...

I still suspect Customs could holding it up, but in my country it's hell trying to get any info out of them....I get the feeling that's the case worldwide:grumpy:

^ this, i had 4 parcels hang up in US customs for 6 weeks, so while i'm paying for a delivery with in 10 days, customs all over the world are not impressed,

In my case I always as the buyer insist on good shipment service and always pay for it, because I don't want a problems, like I have this time with packet from gosh.
Now because of an error of the seller I wait a package 4 weeks - and nothing received. This is one more proof of that I written above.
 
this is why I will only ship in the good old USA. way too many people finding loop holes and screwing over the saler for the goods and money. postal money order do not bounch or get charge back on you.

Would seem to me that both folks here are likely good guys. Seller is the one who made the error and ironically started the "bad" thread - which is probably not right as I see it here. Hope it works out for the both of you. Hopefully, seller has learned a lesson to make sure they ship the way the buyer requested and paid for. I do not really blame the buyer for filing a claim w/ PP - I probably would have too in his situation.
 
SaviC: I'm going to point out a reality here. Although the brunt of the obligation was missed by gosh, this is predominantly a USA forum, and we don't want to see a patriot taking a hit.

You represent MORE than yourself in this case; you represent Russia with this, and your comrades future dealings. Stand ready to support this forum and your brethren.

I've had great dealings with my Russian transactions. If this package comes through, we will ALL cheer when you repay gosh for his knife.

I'm watching this with high hopes. :)

Ukraina is no longer Russia, although many Ukrainians are ethnic Russians. Centuries ago, Ukraina was the original Russia, and Kiev was known as "the Mother of Russian Cities".

Coop's point is still good, though, that problems with overseas sales do discourage more people here from offering them.
 
To those who know better, I apologize. I referred to Andrey as a 'Russian' instead of 'Ukranian'.

I fail modern geography. Regardless, it IS about International transactions. Thanks, Esav.

How I can find this packet? If it would be Express - I’d know every step with this packet, and if some problems happened in my customs or postal service - I’d resolve it without any issue to seller. For First Class packet customs and postal service say only - “this is nontraceable service and we don’t have this information and can’t provide it to you”. When I let him know the first class tracking - services just give me the information - maybe it still in US or lost in transit. I’m buying from US a lot of things and know that first class - the worst service for international shipment, and I’m not using it even if buy something for $50 - because receiving this type of packets it’s like a lottery. Earlier postal service lost MORE THAN HALF from my first class packets - how after that I can use this lottery service when I'm buying expensive things like this time? And - earlier I didn’t have ANY problems with USPS Express - all packets were delivered in time and in excellent conditions.

And about terms. Ukraine - it’s not a Russia, you are right. Russia - it’s very big country, and I know from guys in that area that receiving untraceable packets can be for 50 days - and maybe it’s normal for such big country. Ukraine - not big country and have absolutely different postal service than in Russia. Our Ukrainian postal and customs services more quick than Russian. Usually all US packets like Priority Mail or First class delivered till 12-20 days, for China till 30 days. Unfortunately, for last years I never seen any US packet after 21 days waiting - that’s why after three weeks waiting I asked Paypal to resolve this situation.
 
My question is how do you know its not in transit? After reading all the posts and comments about packages sometimes taking up to 4-5 weeks,why didn't you contact paypal and put a hold on the funds? Wouldn't that be the right thing to have done? Did you contact Customs? Did you do anything aside from contacting paypal and retract the payment? As you mentioned before its only been three weeks. Since you haven't received the package and already had charges reimbursed as well as deciding not to see if the package arrives, you obviously have no intentions of returning the item or paying for the knife anymore anyways. Maybe i've been lucky but I have never lost a international package, regardless of it being express or first class till now. Paypal will not protect sellers if you are using first class. Andrey (Savic) your funds have been returned to you leaving me a negative balance of $1000. Sellers please protect yourselves and don't repeat my mistake. Money Orders

It is impossible to track a First Class or Priority package through customs. That is why SaviC requested and paid for USPS Express Mail International insured service. Even a small country like the Ukraine will receive thousands of pieces of overseas mail daily. Without full tracking they are impossible to track and trace.

Once again you are trying to move the responsibility of this mess to the buyer when you are at fault.
THE BUYER PAID FOR AND REQUESTED A SPECIFIC SERVICE....... And you saw fit to send it using an inferior method. If this was a genuine mistake or you deliberately used an inferior shipping service to save money....... I don't know.

However the responsibility for correct shipping was yours and you failed that responsibility.

You came here and opened a thread essentially accusing the buyer (SaviC) of being a "Scam Artist" when in fact he is nothing of the kind. It turns out that it was you who messed up.

Instead of apologizing, changing the title of this thread and waiting to see the outcome. You are back trying to shift the blame to the buyer who dealt with you in good faith.........
