This reminds me of back in approximately 1985 - 1987 when an agency decided to provide high output rechargable lights to personnel. The bid notice went out and contractors (including Streamlight which most individuals desired or purchased out of pocket) submitted their offers. The bid process ground on and a previously unknown company received the contract. The lights were issued with much expectation and within a very short period of time it was discovered that the rechargers were overheating, the batteries did not seem to take a thorough charge, and there was one reported episode of a battery that exploded during charging. The lights were recalled by the agency and Streamlights were purchased and issued. It was found that the new/mystery company had established the manufacturing in Mexico and that by the time the malfunctions were discovered the company was out of business and the purchase was a "black hole affair". Seems that coincidently one or more upper level chiefs/assistant chiefs (caps deleated on purpose) retired at about the same time the decision had been made to make the large agency purchase and they had established the "new" company that "made" the questionable lights.
